STATEMENT BY H.E. AMBASSADOR RAMADHAN M. MWINYI, DEPUTY PERMANENT REPRESENTATIVE OF THE UNITED REPUBLIC OF TANZANIA TO THE UNITED NATIONS AT THE THIRD NPT REVIEW PREPARATORY CONFERENCE, NEW YORK, 28th APRIL TO 9th MAY 2014

Mr. Chairman,
Excellency’s, Distinguished Delegates,
Ladies and Gentlemen:


At the outset I wish to congratulate and commend you for chairing this very important event that should gear up to a fruitful anticipation of the 2015 NPT review process and foster the complete elimination of Nuclear Weapons and all other Weapons of Mass Destruction (WMD) in all their aspects.


Mr. Chairman,
Nuclear Disarmament should have happened a long time ago. By now, we could have been talking about enabling disadvantaged populations to “live in larger freedom” as the Charter of the United Nations envisages. But then, here we are - we are still faced with a catastrophe of our own making that is manifested by an unending proliferation of nuclear weapons.  As a matter of necessity and pragmatism, we must reverse this course. Let us speak with one voice and commit ourselves to a common political will that is, in essence, the driving force for nuclear disarmament. It would ensure the Nuclear Free World (NFW) that all humanity desires and, indeed, we all deserve. That is why we must endeavor to conclude these deliberations fruitfully.

For starters, let us begin with the low-hanging fruit – one which I am sure we are all in agreement with:  The humanitarian consequences of any nuclear detonation are catastrophic. The impact is assured to spread within and across our borders, irreparably causing human suffering and death, contaminating our environment, poisoning our waters, and surely ensuring that our increasingly fragile ecosystem suffers even more from consequences so dire, but of our own making. Nuclear weapons are able to destroy our world as we know it, and alter it to the disservice of the many generations of our offspring after us. They have a right to inherit a world better than we found it, not worse than it should have been left for them. Indeed, all humanity is entitled to a nuclear weapons free world.

Mr. Chairman,
The risk of a repeat of Nagasaki and Hiroshima in 1945 remains all very real – we must make sure that our words are translated into matching deeds. There cannot never therefore be any other choice but to ensure the total elimination of nuclear weapons. It is in the interest and survival of humanity that, never again, should nuclear weapons be used in our world, under any circumstances. A legal instrument prohibiting that usage should therefore strengthen the NPT, by fulfilling the Treaty's disarmament and non-proliferation objectives. In the minimum, such a legal instrument should fulfill and strengthen the NPT, by establishing clear guidelines against the possession and use of nuclear weapons in the interim, while at the same time creating the necessary conditions for total and complete disarmament as the longer term goal. The treaty would also rightly challenge the ill-advised assertion that nuclear weapons provide security to the possessor. Surely we must all agree, they are not a panacea to our quest for security. Their continued existence will also only further the tendency towards more proliferation, dragging us into a nuclear arms race that cannot be in our common interest as interdependent inhabitants on earth. Furthermore, as a minimum, the NPT should call on the moral imperative of nuclear weapon possessor states to reduce their arsenals and, eventually, completely destroy all their stockpiles. Achieving that goal could make the likelihood of reaching a successful outcome of the 2015 NPT Review Conference more possible.

Mr. Chairman,
Without mincing words, let me assure you that the United Republic of Tanzania fully supports the total elimination of nuclear weapons and weapons of mass destruction (WMD) in all their forms and kinds. Our basic principle here is the sanctity of human life, wherever people live and in whatever conditions they are in. The people in my country and in the sub-regions to which my country shares memberships, namely, the Great Lakes Region (ICGLR), the East African Community (EAC) and the Southern African Development Community (SADC), have neither produced nor seen, even do not desire to see nuclear weapons. They have seen and are in fact recurrently innocent victims of small arms and light weapons. I deem this to be true for most parts of Africa. It is therefore my delegation’s interest – and I hope this is shared by most of us here today – that we will not pay lip service to this anathema: Let us do away with these weapons!

Based on that reality, the United Republic of Tanzania remains a party and signatory to several of the current legally binding regional and international instruments relating to disarmament and arms control. To mention only a few, these include the Nuclear Non-Proliferation Treaty (NPT), the Comprehensive Nuclear Test Ban Treaty (CTBT), the Nuclear Fissile Material Cut-Off Treaty, the Nuclear Weapons Free Zone (NWFZ), Convention on Cluster Munitions (CCM), Arms Trade Treaty (ATT) as well as the United Nations Programme of Action on Small Arms and Light Weapons (UNPoA). We subscribe to the central aims of those instruments, inter alia, aimed at the control, reduction, combating and/or eradicating the possession of nuclear weapons, chemicals and biological weapons as well as the illicit proliferation of small arms and light weapons (SALWs).

Mr. Chairman,
Let me reiterate here that the United Republic of Tanzania remains a firm believer in the NPT with its three constituent main pillars, namely, (i) Disarmament, (ii) Non-Proliferation and (iii) the Use of Nuclear Energy for Peaceful purposes. We also believe that significant progress in Nuclear Disarmament and Nuclear Non-Proliferation are necessary as these two are closely inter-related and mutually reinforcing. We also believe that, the slow pace of Nuclear Disarmament weakens the Non-Proliferation regime. Indeed, non-Proliferation derives its legitimacy from the larger objective of Nuclear Disarmament. The two regimes should therefore be pursued simultaneously and not one at the cost of the other.

Among the challenges hindering the move towards complete disarmament and a comprehensive Non-Proliferation regime is the delay of the entry into force of the CTBT, which opened for signature in 1966. As just stated shortly, the United Republic of Tanzania is among the dedicated countries that have ratified that instrument. We therefore urge all nuclear weapon possessor states to heed this outcry from the rest of the world so they may end their Nuclear Weapons programs and enable us to achieve the Nuclear Free World (NFW) we desperately need.

Mr. Chairman,

I am delighted to inform here that, the United Republic of Tanzania remains highly committed to the Treaty on the Non- Proliferation of Nuclear Weapons and emphasizes the importance of effective and balanced implementation of the same among all the member states. To achieve the purpose of the treaty, my country re-emphasizes the vital role of International Atomic Energy Agency (IAEA) in the field of peaceful uses of nuclear energy and the creation of a conducive environment for nuclear energy production and cooperation. In this regard, we call for the IAEA to make sure that, education on Nuclear Technology and other assistances required, especially by developing states like mine, be given equally and in good faith to all member states, without any discrimination. We also call on the countries owning nuclear arsenals to comply with the treaty provisions without any pre-conditions.

In addition, we acknowledge the progress made thus far, including the importance of implementing the Action Plan adopted in the 2010 Review Conference of the Nuclear Proliferation Treaty (NPT). We also participated fully on the Preparatory Committee for the 2015 Review Conference of the State Parties to the Non-Proliferation of Nuclear Weapons held in Geneva May, 2013, and we intend to do so in 2015.

Mr. Chairman,
My delegation wishes to commend the essential contribution of some Non – Nuclear Weapon States to the establishment of Nuclear Free Zones. Their initiatives are certainly a valuable contribution to International Peace and Security. My country is one of the State Parties to the African Nuclear Weapon Free Zones Treaty (Pelindaba Treaty), which derived from these initiatives. The implementation of this treaty constitutes an important step towards strengthening the Non-Proliferation Regime in Africa and World at large. My country extends support to the call towards the establishment of Nuclear Weapon Free Zone in the Middle East. The United Republic of Tanzania believes that, this effort will not only contribute to the peace and stability in the Middle East but also to the entire International Community. In this regard, my country urges the Conference on the establishment of a Nuclear Weapon Free Zone in the Middle East to be fully considered. In the same vein, we call all Nuclear States to ratify treaties and related protocols of establishing such zones without reservations.

In conclusion Mr. Chairman,
I must once again reiterate that, the disarmament of nuclear weapons is possible because neither their possession nor their existence is necessary or desired by all of us – those who believe in God and even those who don’t – because our common purpose as humanity is to pursue happiness and well-being, but we can only do that if we are at peace. Let all of us now, here and forever therefore agree that loving peace and pursuing its realization by agreeing to  Disarm and get rid of Nuclear Weapons is to our mutual interest and common livelihood. The United Republic of Tanzania believes strongly and shall continue to be in the pursuit of this positive path towards the achievement of a NUCLEAR FREE WORLD.

STATEMENT BY AMBASSADOR CELESTINE MUSHY,DIRECTOR, DEPARTMENT OF MULTILATERAL COOPERATION, MINISTRY OF FOREIGN AFFAIRS AND INTERNATIONAL COOPERATION AT THE EIGHTH SESSION OF THE OPEN WORKING GROUP ON SUSTAINABLE GOALS ON THE ITEM ENTITLED: “CONFLICT PREVENTION, POST-CONFLICT PEACEBUILDING AND THE PROMOTIONS OF DURABLE PEACE, RULE OF LAW AND GOVERNANCE”, NEW YORK, 7 FEBRUARY 2014

Mr. Co-Chair, 
​We are glad to address this session in its last day of its eighth session which is also the climax of the stocktaking phase of the Open Working Group on Sustainable Development Goals.

​At the outset we wish to associate ourselves with the statement delivered by the Plurinational  State of Bolivia on behalf of members of the G77 and China, Benin on behalf of the Least Developing Countries (LDCs) and Guinea on behalf of the African Group.

​We wish to make the following additional remarks in our national capacity:
Mr. Co-Chair, 
​It is encouraging to note that we have been bold enough to include the issues of conflict prevention, rule of law and governance in our consideration as we navigate through this important task of formulating the Sustainable Development Goals.

​We believe it is quite in order to accord sufficient consideration to these issues, which are intrinsically linked to development. Conflicts impede development and the latter flourishes in societies that have embraced democracy, good governance and those that uphold the rule of law.

​We have not heard any views to the contrary on the need to build and strengthen, as appropriate, public institutions which are prerequisite for any meaningful development prospects in our countries.

​Our challenge however, and this is very apparent, is how to deduce all these issues into specific and ambitious targets and indicators without distorting the universal goals that we are crafting through these continued consultations.

​My delegation appreciates the attempts by several Member States and other stakeholders, including the civil society to suggest goals, targets and indicators in this area.

Such attempts have brought some light into our deliberations and will undoubtedly enable us to approach these issues in a more focused manner.

Mr. Co-Chair, 
​Let me detangle these issues for a moment – beginning by singling out the subject of conflict prevention. Looking at conflict prevention from the sustainable development point of view, it is very clear that our objective is to eliminate the impediments to achieving the end goal, which is sustainable development. We have mechanisms in place at national, regional and international levels for dealing with this impediment.

For example, we have the police, judiciary and army as well as other organizations including faith based organizations which are actively involved at national level in preventing, managing and resolving conflicts of all sorts. We have regional arrangements such as the African Peace and Security Architecture for dealing with this issue.

​At the international level, we have the United Nations Security Council and other tools for preventing and dissolving conflicts as elucidated in Chapter Six of the Charter of the United Nations. What we need here is not a specific goal on conflict, but rather an appreciation that, if we are to achieve sustainable development for all, we need to do away with conflicts, particularly armed conflicts which seem to a curse in our great continent, Africa.

​We need to address the root causes of conflicts, which include poverty, inequality and exclusion, religious and tribal differences, proliferation of arms and their ammunitions, and foreign induced instability. We could discuss all these issues through the new development framework, if we so decide, but we strongly believe that we have a forum for them already.

The best cure for inactivity of these fora is not a shift of focus but rather to dare and undertake comprehensive reforms. For example we need to reform the UN Security Council to make it more democratic, transparent and proactive.

Mr. Co-Chair,
​Turning to rule of law:   it has been stressed severally that we need to uphold it nationally, regionally and internationally. Let me state very clearly here that, presence of rule of law alone, does not necessarily guarantee sustainable economic growth and development.

However, it is an important development enabler as confirmed in the outcome documents of the 2005 World Summit; the 2010 MDG review summit and the Rio + 20   conference.

​It cannot be disputed that we need to do something about the 4 billion people who live outside the protection of the law, the poor and marginalized who are excluded from the socio-economic endeavors. We believe that the presence of rule of law, in a meaningful manner, enables the poor and marginalized to equally access development opportunities and eventually to break loose from the shackles of poverty. Undeniably, rule of law provides voice to the voiceless; hope to the hopeless; and freedom and justice to the oppressed and marginalized.

​It is thus crystal clear, in our opinion that we cannot succeed in our collective efforts to empower our people and reduce inequality and exclusions without paying due regard to rule of law at both national and international levels. Our overall goal must be to eradicate all barriers to development, including trade barriers and economic blockades which are impeding developing countries from achieving sustainable economic growth and development.

Mr. Co-Chair,
​Let me conclude by touching upon the third issue: governance. This too is a development enabler, one which cuts across so many other issues, including the two I have just touched upon. Responsibility, accountability, inclusivity and transparency are essential pillars in any governance system, whether national and international. We must do our utmost to ensure that these aspects are reflected in the sustainable development goals, particularly on the aspect of means of implementation.

​The United Republic of Tanzania is and has always promoted conflict prevention, rule of law and good governance and has voluntarily joined regional and global initiatives such as the African Peer Review Mechanism, the Open Government Partnership and Extractive Industry Transparency Initiative. This is what drives my delegation to call for good and responsible governance at local, national, regional and international levels. Tanzania's commitments     to these issues goes a while back.

We fought apartheid and other discriminatory systems with all strength and resources – Tanzania was the headquarters of the liberation movement in Southern Africa; our troops fought alongside Ugandans to end the brutal regime of Iddi Amin Dada; we fought alongside the people of the Comoros to remove an illegitimate ruler; and we are actively engaged in peacekeeping as well as peace building efforts, including in the Great Lakes Region of Africa, at a huge sacrifice of our men and women in blue helmet. We do so out of a firm conviction that, development and prosperity for all will remain elusive, if discrimination, injustice and conflicts continue to reign.

​In this regard, we shall render the necessary cooperation to ensure that the SDGs, once adopted, will contribute to building economically, socially and environmentally resilient societies, which are free from inequality, injustice and conflicts.

JUMA NKAMIA KUTOKA UANDISHI WA HABARI HADI NAIBU WAZIRI

Ni siku chache tangu Rais wa Jamhuri ya Muungano wa Tanzania Dk. Jakaya Mrisho Kikwete amuapishe Juma Nkamia kuitumika Serikali kama Naibu Waziri katika Wizara ya Habari, Vijana, Utamaduni na Michezo.

Kwa taaluma, Naibu Waziri Nkamia (Pichani) ni mwanahabari ambaye amesomea na kufanya kazi ya habari kwa kipindi kirefu kabla ya kuingia katika Ubunge ambao umemuwezesha kuteuliwa kuwa waziri.

Akizungumza na waandishi wa habari mara baada ya kuwasili katika wizara hiyo,   Nkamia alisema anamshukuru  Rais Kikwete kwa kumteua na kumpa dhamana hiyo na kuahidi kuwa atasaidiana na Waziri wa wizara hiyo kutimiza majuku ya wizara katika kipindi hiki cha Serikali ya awamu ya nne.

“Kama kiongozi mwenye mamlaka ndani ya wizara hii, nipo tayari kushirikiana na viongozi wenzangu katika Wizara ya Habari, Vijana, Utamaduni na Michezo kupitia Idara zote zinazounda wizara hiyo”, alisema.

Wizara ya Habari, Vijana, Utamaduni na Michezo inaundwa na idara kuu nne za kisekta ambazo ni Idara ya Habari, Idara ya Vijana, Idara ya Maendeleo ya  Utamaduni na Idara ya Maendeleo ya  Michezo.

Kwa kuwa tasnia ya habari ni miongoni mwa idara zilizo chini ya wizara hii, Nkamia alisema kuwa yupo tayari kushirikiana na wadau wa habari ikiwemo kusimamia maslahi ya waandishi wa habari nchini.

“Ukitaka kujua umuhimu wa vyombo vya habari na waandishi wa habari katika nchi yeyote ile, jaribu kuvifanya  vyombo hivyo kuanzia redio, televisheni na magazeti visifanye kazi hata kwa muda wa saa moja tu uone ni hasara kiasi gani na hatari kiasi gani zitatokea katika nchi ile” alisema Nkamia.

 Alisema anaheshimu na anatambua umuhimu wa vyombo vya habari na waandishi wa habari nchini na atafanya nao kazi vizuri kwa kipindi chote atakachokuwa wizarani hapo.

Alisema kuwa anatambua kuwa  waandishi wa habari wanafanya  kazi katika mazingira magumu wakati wa kutekeleza majukumu yao ikiwemo  tatizo la “ukanjanja” na lugha mbalimbali zinozotolewa juu yao.

Amaeahidi kushirishirikiana na viongozi na wadau wa habari kuhakikisha kinaundwa chombo (bodi) kitakachosimamia maslahi ya waandishi wa habari.

Bodi itakayoundwa itasaidia kusimamia tasnia ya habari na kuhakikisha habari zinazoandikwa zitakuwa kwa maendeleo, manufaa na maslahi ya taifa na kuhakikisha inawajengea heshima waandishi wenyewe kwa kazi zao wanazofanya kwa kuzingatia maadili ya taaluma yao na ya nchi.

Naibu Waziri Nkamia ametoa rai kwa wadau wote wa habari kushirikiana ili kufanikisha uundwaji wa sheria ya habari. Alisema “Sheria hii ikikamilika itasaidia kuboresha baadhi ya changamoto za wanahabari ikiwemo ajira zao na mafao yao ya sasa na uzeeni”.

Nkamia amepewa wadhifa huo baada ya Rais Dkt. Kikwete kufanya mabadiliko katika baraza lake la mawaziri katika kuziba nafasi zilizoachwa na mawaziri wanne waliojiuzulu na mmoja aliyefariki mwanzoni mwa mwezi huu.

Nkamia ni mkongwe aliyebobea katika taaluma ya uandishi wa habari akiwa amefanya kazi na vyombo vya habari vya ndani na nje ya nchi.

Aliajiriwa kwa mara ya kwanza na  Redio ya Taifa (Radio Tanzania Dar es Salaam) mnamo Oktoba 10, 1994 kama mwandishi msaidizi. Alifanya kazi RTD kwa muda wa miaka tisa hadi 2003  alipojiunga na Idhaa ya Kiswahili ya Shirika la Utangazaji la Uingereza (BBC).

Akiwa BBC Nkamia alifanya mambo mengi mazuri yaliyomjengea heshima mwenyewe na taifa. Ikizingatiwa kuwa Nkamia  alipenda sana kutangaza habari za michezo, alifanikiwa kutangaza mechi mbalimbali za ndani na nje ya nchi.

Kama mwandishi wa habari za michezo, Nkamia alikuwa Mwafrika na Mtanzania wa kwanza kutangaza mchezo wa mpira wa miguu wa ligi ya Uingereza kwa lugha ya Kiswahili.

Kutokana na umahiri wake katika kutangaza habari za michezo, Nkamia aliaminiwa kutangaza mchezo wa fainali ya ligi ya Uingereza mwaka 2006 kati ya Manchester United na Arsenal  na mwaka huo huo, BBC ilimpa tena jukumu la kutangaza mechi ya fainali ya Ligi ya klabu bingwa ya Ulaya kati ya Arsenal na Barcelona.

Mwaka 2006 Nkamia alirudi nyumbani Tanzania na kujiunga na Shirika la Utangazaji la Taifa (TBC) ambapo alifanyakazi kama mwandishi na mhariri hadi 2009.

Mwaka 2009 hadi 2010 Nkamia alifanya kazi ya uandishi katika shirika la utangazaji la Sauti ya Amerika (VOA) inayomilikiwa na Taasisi ya Wizara ya Mambo ya Nje ya Marekani kazi ambayo aliifanya kwa mwaka mmoja.

Mwaka 2010 Nkamia alitambua na kuitikia dhamiri yake ya kuitumikia nchi yake katika mambo ya siasa hivyo aliamua kurudi Tanzania kuomba ridhaa ya wana Kondoa Kusini awe mwakilishi wao bungeni na Kamati Kuu ya chama chake, Chama cha Mapinduzi, ikapitisha jina lake kuwa mgombea ubunge wa chama hicho jimboni humo.

Nkamia anasema, kwa kuwa alikuwa anafanya kazi na watu, wapo waliomshagaa kuacha kazi ya maslahi zaidi na kurudi nyumbani. Miongoni mwa hao ni Dkt. Shaka Ssali mtangazaji na mmoja wa  wanahabari maarufu duniani aliyeuliza  Nkamia anafanya nini katika karne yenye changamoto ya ajira duniani kuacha kazi yenye mshahara na maslahi makubwa na kwenda kwenye siasa.

Anasema kwake jibu la swali hilo lilikuwa rahisi kuwa ni Uzalendo wa nchi kwanza ndiyo maana aliamua kurudi  kutoa mchango wake kwa maendeleo ya watu wake wa Kondoa Kusini na nchi kwa ujumla.

Kwa kuzingatia ukomavu na weledi alionao kwenye taaluma ya habari, ndiyo maana Mhe. Rais wa Jamhuri ya Muungano wa Tanzania Dkt. Jakaya Kikwete ameamini na kumpa dhamana ili asaidiane  na Waziri mwenye dhamana katika Wizara hiyo, Fenella Mukangara, kuiongoza Wizara ya Habari, Vijana, Utamaduni na Michezo.

Nkamia amechukua nafasi hiyo badala ya Mhe. Amosi Makalla aliyehamishiwa Wizara ya Maji.

Wengine waliowahi kushika nafasi ya Naibu Waziri katika wizara hiyo ni Dkt. Makongoro Mahanga, N. Nswanzungwanko, Joel Bendera, Dkt. Emmanuel Nchimbi na Dkt.Fenella Mukangara ambaye sasa ni waziri wa wizara hiyo.   

Juma Nkamia ni mtoto wa tatu kuzaliwa kati ya watoto sita wa familia ya Mzee Selemani Nkamia na Mwanaidi Ndwata. Anatokea eneo la kanda ya Kati katika mkoa wa Dodoma wilayani Kondoa. Ni  baba wa familia mwenye mke mmoja Bi Amina na watoto wawili ambao ni Kassi mwenye umri wa miaka 13 anayesoma kidato cha pili Shule ya Sekondari ya Wavulana Fezza na Hassani mwenye umri wa miaka saba anayesoma darasa la pili katika shule hiyo hiyo.

 Katibu wa NEC Itikadi na Uenezi Nape Nnauye akisalimiana na baadhi ya viongozi wa CCM wilaya ya Bagamoyo alipowasili kwa ajili ya ufunguzi wa kampeni za udiwani kata ya Magomeni.
 Katibu wa NEC Itikadi na Uenezi Nape Nnauye akizungumza na wanachama wa shina la wakereketwa la stendi ya Kangowe mara baada ya kulifungua shina hilo.
 
 Katibu wa NEC Itikadi na Uenezi Nape Nnauye akipiga ngoma ya asili ya watu wa Bagamoyo kabla ya kuanza kuhutubia wakazi wa kata ya Magomeni.

 Katibu wa NEC Itikadi na Uenezi Nape Nnauye akihutubia wakazi wa kata ya Magomeni wilaya ya Bagamoyo kwenye viwanja vya shule ya msingi Majengo na kuwataka wananchi wa kata hiyo kufanya maamuzi sahihi kwa wakati huu kwa kumchagua mgombea kutoka CCM kwani ndio chama pekee chenye ukomavu wa kisiasa.
